Two COHA-Sponsored Poaching Bills Await Floor Votes
SACRAMENTO, CA --(Ammoland.com)- AB 1162 (Chesbro) would significantly increase penalties for serious Fish and Game violations, including violations where poachers intentionally target trophy big game animals using illegal methods such as artificial lights or bait.

AB 1162 also provides for greater penalties for commercial bear violations. Revenues from the violations would be deposited in game species accounts and used for game conservation and public hunting purposes. AB 1162 is on the Assembly Floor.

Chesbro bill targeting poachers makes headway

A bill aimed at raising the penalties for poaching big game trophy animals received unanimous support on Wednesday from the Assembly Judiciary Committee.

Assemblyman Wesley Chesbro, D-Arcata, authored the bill that is supported by hunters and environmentalists, according to a press release.

The bill was approved by the Assembly's Water, Parks and Wildlife Committee earlier this year and will next be going to the Assembly Appropriations Committee.

”This bill attacks the problem by taking the profit out of big-game poaching and putting some of the worst violators behind bars,” Chesbro said in a statement.

COHA Partners with Assembly Member Gatto to Introduce Landowner Hunting Rights Legislation
SACRAMENTO, CA --(Ammoland.com)- Assemblyman Mike Gatto (D-Los Angeles) has introduced Assembly Bill 606, to encourage greater private landowner participation in voluntary, incentive-based conservation easement and wildlife habitat conservation programs administered by the California Department of Fish and Game (DFG).

“COHA is pleased to partner with Assemblyman Gatto to fight to protect important wildlife habitat,” stated Jason Rhine with the California Outdoor Heritage Alliance (COHA). “Without willing private landowners, programs such as the Permanent Wetlands Easement Program or the California Waterfowl Habitat Program will cease to exist and hundreds of wetland dependent species will greatly suffer from a lack of available habitat.”

AB 606 seeks to clarify that private landowners participating in a DFG-managed conservation easement or wildlife habitat conservation program, such as the Permanent Wetlands Easement Program, the California Waterfowl Habitat Program, and the Landowner Incentive Program, can continue to engage in hunting, fishing, and other wildlife-dependent recreational activities on their property, unless expressly prohibited.

“The future of maintaining fish and wildlife populations is making sure we preserve and manage their habitats,” said George C. Thornton, National Wild Turkey Federation CEO. “Private landowners are a critical player because of their direct tie to the water and land.”

Federal Budget Pressure on Rivers, Wetlands
Witnesses tell an Assembly committee that looming federal cuts would leave state programs adrift

An array of state programs to protect and restore rivers and wetlands is endangered by current plans to cut funding on Capitol Hill. That's what a string of witnesses told the Assembly Water, Parks & Wildlife Committee in Sacramento this week.

At risk are programs that have leveraged federal money to restore hundreds of thousands of acres of wetlands and wildlife habitat in California, according to speakers for environmental and outdoor groups.

For a nearby example of how federal funds have been used, waterfowl advocate Bill Gaines pointed to the Yolo Bypass, almost within sight of the state Capitol. Gaines, president of the California Outdoor Heritage Alliance, said that over ten years, $5 million in federal money has fueled restoration of 4,300 acres of wildlife habitat.

Senator Berryhill Introduces Legislation to Support Nonprofit Sportsmen’s Groups

While the potential to go broke as an outdoor writer is very likely due to low wages and a saturated market, all the cool gear and accessories don't make it any easier to pay bills on time. Case in point: Joanne Graham's pastel paintings.

While at yet another trade show, this time in Portland, Ore., I found Joanne tucked among the booths lining an aisle amid all the other vendors hawking their wares. Her work stopped me in my tracks. While her work is amazing, it was the expression and detail of a black Lab's eyes that really caught my attention.

California Junior Team Wins National Titles
Sacramento, California- On July 17 and 18, 116 juniors from across the country gathered in Colorado Springs, Colorado to compete in the 2010 USA Shooting Junior Olympic Championships. A team of three shooters representing Santa Ynez Gun Club - composed of two National Junior Olympic Team members, Ashley Carroll (Solvang) and Michael J. Flores (Sacramento), and fellow California shooter Logan Mountain (Palmdale) - took the Gold medal and were crowned the 2010 National Scholastic Trap Program Open Champions. The Santa Ynez team closed the match with 309 targets and never looked back finishing well ahead of the Silver medal team from Missouri and Bronze medalists from Connecticut .

Santa Ynez coach Charlie Carroll was pleased to say the least, "these young athletes put tremendous hours into shooting year round and it finally paid dividends in Gold." This is the first time the team from California reached the top of the podium.

Both Carroll and Flores took the Bronze medal in last year's championships and Silver in 2008. Carroll, who just returned from World Cup competition in Lonato, Italy, said, "I guess it's true when they say the third time is a charm." Carroll also won the gold medal in the Junior Olympics' J2 division.

Harman Hunting Tag Fee Bill Becomes Law
Senator Tom Harman (R-Huntington Beach) announced today that Senate Bill 1058, a measure to ensure that hunting license tag and stamp funds directly benefit game species and their habitats, has been signed by the Governor. The measure was sponsored by the California Outdoor Heritage Alliance (COHA).

“The Governor’s signature on Senate Bill 1058 means wildlife and habitat restoration will once again be the priority of hunting tag and stamp fees. That is what those fees are supposed to be used for – not bureaucratic paperwork,” said Harman. “I am very pleased my bill has become law.”

California Caucus Protects Sporting Dog Owners and Breeders
September 1, 2010 (Sacramento, CA) - The California Legislative Outdoor Sporting Caucus recently defeated SB 250, legislation to increase fees and penalties on sporting dog owners and breeders, on the last day of the 2010 legislative session.

The bill, which would have also encouraged local governments to impose even more rigid restrictions or bans on dog breeding, was introduced in August after failing to pass in 2009. SB 250 would have: (1) prohibited anyone from owning an unaltered or unspayed dog without first purchasing a costly unaltered dog license; (2) required the owner of an unaltered dog for sale to meet certain requirements; and (3) required the spaying/neutering of a dog if it is impounded or if its owner is cited for various other violations.

Early Canada Goose Season
COHA, the California Outdoor Heritage Alliance, is reminding hunters a special early 5-day Canada goose season throughout the Balance of the State Zone (except in the North Coast Special Management Area) is only days away.

The special season - which opens Saturday, October 2nd - is intended to help manage local Canada goose populations and provide for additional hunting opportunity. The early season -- which was strongly supported by COHA, California Waterfowl and the Department of Fish and Game -- will run through Wednesday, October 6th with a bag limit of 6 Canada geese per day.

Long Gun Registration - Last Change to Kill Bill Before its Law
California --(Ammoland.com)- Legislation is pending on the California Senate Floor that would expand the current handgun registration law to long guns by requiring the CA Attorney General to permanently maintain a registry of ALL firearms purchasers.

Under the provisions of AB 1810 (Feuer), those who purchase or transfer a shotgun or rifle will be required to register that firearm by submitting their name, address, place of birth, phone number and occupation to the California Department of Justice. [a defacto registration of gun owners]

Hunter Education Instructor "In-Service Training" for the North Coast district
Many may not know that California Hunter Education Instructors must attend additional training ever year. Each year this training encompasses different aspects of hunting related training, with in-depth presentations by keynote speakers. The presentations are given at 4 conferences throughout the state, one for each of the four DFG Enforcement Districts.

Service Adds First 777 Acres of Land to New Tulare Basin Wildlife Management Area
SACRAMENTO--Conserving wetland habitats for migrating birds, waterfowl and other wildlife in California took a step forward recently with the acquisition of the first 777 acres in Kern County for the Tulare Basin Wildlife Management Area (WMA), the U.S. Fish and Wildlife Service announced today.

NORCO - Teams of upland game bird hunters gathered in the hunt lodge at Raahauge's Pheasant Club during a foggy morning last week in Prado Basin. While the big outdoor fire broke the morning chill, fresh donuts and hot coffee and a lot of hunting stories passed the time until club owner Tony Heady gathered the hunters together to go over safety rules for the field and then arranged the vehicles in order for the short run to the pheasant hunting fields.

COHA Holds 1st Annual Pheasant Hunt
On Friday, March 19, 2010, the California Outdoor Heritage Alliance held its 1st annual pheasant hunt at Raahauge's Pheasant Club in Norco, California. Hunters were divided into teams of 5 and enjoyed a beautiful day out in the luscious, green, rolling hills of the Raahauge's Club land that straddles the Santa Ana River. Raahauge's offers more than 400 acres of hunting area, and provides quality hunting not far from Los Angeles, San Bernardino, Riverside, and Orange counties. California Bill Would Prohibit Lead Shot
A new bill in California would greatly restrict the use of traditional lead shot ammunition by hunters and recreational shooters in the state.

Assembly Bill 2223, introduced by Assemblyman Pedro Nava (D- Santa Barbara), would ban the use of traditional shot within California’s Wildlife Management Areas which encompasses over one half million acres of state hunting and recreational shooting land.

California Fish and Game Commission Considers 2010-1012 Mammal Regulations
At the February 2010 meeting of the California Fish and Game Commission, the Department of Fish and Game (DFG) unveiled their proposed mammal hunting regulations for 2010 through 2012. UNION PACIFIC RAILROAD ADVISES HUNTERS NOT TO HUNT ON OR NEAR TRACKS
OMAHA, Neb., November 3, 2009 – Wildlife tend to migrate and feed along the edges of freshly harvested fields making these areas prime hunting spots. With many fields adjacent to Union Pacific Railroad tracks, hunters find it very tempting to hunt on or near the tracks. Union Pacific urges hunters to resist that temptation, and for their safety, avoid railroad property this hunting season. "As hunters head outdoors this year, we want to remind them that walking on or near railroad tracks is extremely dangerous because you never know when a train will come along," said Dennis Jenson, assistant vice president-chief of police.

"It can take a mile or more to stop a train and by the time a locomotive engineer sees you on the track, it would be too late," said Dale Bray, director – public safety. "Locomotives and rail cars overhang the tracks by at least three feet on either side of the rail and loose straps hanging from rail cars may extend even further. If you are next to the tracks, you can be hit by the locomotive, a rail car or anything that may be hanging loose from the car," added Bray. Hunters are not the only ones drawn to railroad tracks – hikers, bikers, fishermen and snowmobilers are as well. To ensure an enjoyable hunting season this fall, COHA urges the hunting community to heed this safety warning of our close partners at Union Pacific.

Through September of this year, more than 32,000 people have been caught trespassing on Union Pacific Railroad property. Trespassers on railroad property can be arrested for violating trespassing laws. If they are caught, they could serve jail time and/or have to pay a fine. Anyone choosing to walk on or near railroad tracks could face more dire consequences. Last year, 458 people died and 426 were injured while trespassing on the property of railroads throughout the United States.

In an effort to educate the public about pedestrian and grade crossing safety, Union Pacific works closely with Operation Lifesaver. Operation Lifesaver is a national, nonprofit education and awareness program dedicated to ending tragic collisions, fatalities and injuries at highway-rail grade crossings and on railroad tracks. To accomplish its mission, Operation Lifesaver promotes education, enforcement and engineering. More information about Operation Lifesaver can be found at www.oli.org.

As the California legislative session ended with Governor Arnold Schwarzenegger signing and vetoing multiple bills, the sporting dog community came out as clear winners. California sportsmen saw the governor sign two bills that strengthen protection for sporting dog owners while vetoing two bills which could have negatively impacted sporting dog breeders. Legislation Signed to Protect the Use of Hunting Dogs
Sacramento, CA –-(AmmoLand.com)- Two separate state bills were recently signed into law to protect hunters using dogs from anti-hunting activity. The measures, which take effect January 1st, were sponsored by the California Outdoor Heritage Alliance (COHA) and supported by the California Houndsmen for Conservation (CHC), U.S. Sportsmen’s Alliance (USSA), California Retriever Training Association (CRTA), and National Open Field Coursing Association (NOFCA).

AB 1423 (Berryhill) will make it a crime to willfully interfere with hunting dog training and related hunt tests and field trials, while AB 1442 (Huffman) will make it unlawful to remove a collar from a hunting dog in the field without written permission from the owner. Both provisions could be punishable as misdemeanors on the first offense, with violators facing a possible six months in jail and/or a $1,000 fine.

Hunting Funds Accountability Bill Vetoed
Sacramento, CA –-(AmmoLand.com)- Despite garnering near unanimous support in the State Legislature, Governor Arnold Schwarzenegger has vetoed Senate Bill 589, which would have prevented hunting license tag/stamp monies from being misused for non-game conservation or non-hunting purposes.

The bill was authored by Senator Tom Harman (R-Huntington Beach) and sponsored by the California Outdoor Heritage Alliance (COHA), a political advocacy organization representing more than 30 hunting and conservation organizations.

The Siskiyou County Supervisors have written another letter to state government, this time in support of a Senate bill aimed at hunting conservation and promoting transparency in the California Department of Fish and Game (DFG). The bill, authored by Senator Tom Harman and co-authored by numerous others including Senator Sam Aanestad, would establish two new accounts within the Fish and Game Preservation Fund, which receives the proceeds of the sale of hunting licenses and tags.
